Brad Thoburn, Assistant Secretary Strategic Development at Florida Department of Transportation
Brad Thoburn is the Assistant Secretary for Strategic Development at the Florida Department of Transportation (FDOT). He leads statewide and multimodal planning for the Department.
Brad previously served as the Southeast Region Practice Lead for Transit and Surface Transportation Planning for Michael Baker International. He has a track record of major accomplishments, leadership and innovation as a transportation executive with 27+ years of experience and expertise in multimodal transportation planning, policy development and government relations. He has served as the Vice President of Long Range Planning and System Development at the Jacksonville Transportation Authority, State Transportation Planner for FDOT and Director of Planning and Development for the City of Jacksonville, Florida.
Brad has led a major transit system overhaul; planning and development of roadway programs, bus rapid transit, commuter rail; and the integration of transportation and land use planning. Brad has extensive experience in developing strategic plans and transportation policy. He has developed strategies to respond to the emerging technologies and trends associated with autonomous and connected vehicles and shared mobility. This work will help define the role of transit in the rapidly changing mobility marketplace. Of note, he led the planning effort that resulted on the development of the JTA’s Ultimate Urban Circulator (U2C) program which has received national recognition for the plan to convert an automated people mover to an autonomous transit network.
