This interactive session brings together city leaders, industry experts, first responders, mobility providers, disability advocates, and transportation experts to walk through the real-world operational questions every Florida community will face. From airport pickups and curb management to emergency response, tourism, accessibility, and public communication, attendees will leave with a practical playbook for preparing their communities before the first autonomous ride ever occurs. This session takes attendees beyond the technology to look at the people, policies, and partnerships that determine whether an AV deployment succeeds.

Seval Oz serves as the U.S. Department of Transportation’s Assistant Secretary for Research and Technology.
Seval Oz serves as the U.S. Department of Transportation’s Assistant Secretary for Research and Technology. In this role, she is charged with aligning the Department’s research, development, and technology programs with President Trump and Secretary Duffy’s strategic goals and promoting innovation deployment across the national transportation system.
Seval was the Senior Business Development and Global Partnerships Lead at Google [X]’s Self Driving Car Program that later evolved into Waymo, where she owned partnership portfolio programming. Subsequently, as CEO of Continental Intelligent Transportation Systems, she was responsible for building a new business unit for Continental AG based in Silicon Valley and spearheading advancements in connected vehicle technology and digital transformation. Seval also served as CEO of Aurima, leading the development of camera-radar hardware and machine learning for Advanced Driver Assistance Systems (ADAS) and autonomous driving platforms.
Seval has held advisory and board positions in the mobility sector, including Member of the Board for Microvision, (MVIS- Nasdaq) a leader in automotive lidar technologies, and Executive Board Advisor for Pioneer Electronics, a next generation telematics and infotainment global supplier. She was a founding partner for Archimede Ventures, an early-stage artificial intelligence software fund focused on transportation technologies including global logistics, delivery, routing, ADAS, and robotics. Investments. As a Strategic Advisor for Moove.ai, she guided business and technical strategies for end-to- end-predictive road intelligence analytics.
Seval holds an MBA in finance and marketing from University of Pennsylvania’s Wharton School of Business and a bachelor’s degree in political science and economics from Wellesley College and MIT. She has nine patents in vehicular technology software and has been published in MIT Technology Review. A well-known public speaker, she has shared her transportation technology expertise through numerous keynotes, panels, and roundtables at industry conferences, university lectures, technical workshops, and global tours.

Before joining Uber, Richard worked as a policy, political and strategic advisor to Australia’s Coalition Government across a wide array of portfolio responsibilities.

Beth Kigel is a senior vice president, national practice consultant and member of HNTB’s National Digital Infrastructure Solutions leadership team. A nationally recognized leader in digital infrastructure, advanced mobility and technology-enabled transportation, she advises transportation agencies, cities and regions on aligning policy, partnerships, technology and data to advance safe, scalable mobility solutions and future infrastructure investments. A former Florida Transportation Commissioner and current chair of Autonomous Florida, Kigel also serves on the ITS World Congress Board of Directors, chairs the Florida Polytechnic University Board of Trustees and is a member of the Florida Chamber of Commerce and SelectFlorida boards. Her leadership has been recognized with the FAV Summit’s Leadership and Innovation Award, the Florida Chamber of Commerce Chairman’s Award and inclusion among Florida Trend’s Florida 500 most influential executives.

Her focus is to champion policies and investments that make our transportation systems safer, more innovative, and more efficient. Working collaboratively with agencies and industry leaders, Chace advances technology-driven solutions that improve how people and goods move - enhancing quality of life, supporting a thriving economy, and maintaining America’s global competitiveness.
Chace has extensive experience in strategic planning, operations, communications and advocacy, and a proven record implementing complex initiatives with strong engagement and collaboration among stakeholders.
Chace has served on several advisory committees to U.S. DOT regarding the integration of emerging technologies into our transportation system.
Chace brings 20 years in trade association management, having previously worked at USTelecom and the American Trucking Association. Early in her career, she served at the U.S. Department of Justice Office and in the White House. She holds a Bachelor of Arts degree from Colgate University.

Annabel R. Chang is the Director of U.S. State & Local Public Policy and Public Policy Campaigns at Waymo, an autonomous driving technology company. At Waymo, Annabel and her team have been instrumental in launching public autonomous vehicle services in 15 major metropolitan areas. Annabel currently serves as the Chair and Board Director of the AV Industry Association. Previously, she was the first Vice President at Alaska Airlines for the San Francisco Bay Area, acting as the senior leader for the airline in the State of California. Annabel also shaped the transportation policy landscape as the Director of Public Policy for Lyft, where she worked on the earliest policy initiatives related to ride-hailing and autonomous vehicles. Before her roles in the private sector, Annabel served as an Assistant District Attorney in San Francisco and as a Litigation Associate at Morrison & Foerster LLP. Her public sector experience includes serving in the Office of U.S. Senator Dianne Feinstein and as a Jesse M. Unruh Legislative Fellow in the California State Assembly. Annabel has been recognized as a San Francisco Business Times 40 Under 40 honoree and received the San Francisco Business Times Woman of Influence award. She holds a J.D. from Washington University in St. Louis and a B.A. in Political Science from the University of California, Berkeley.

Most recently, she has helped organizations explore how emerging AI capabilities can transform infrastructure operations, maintenance workflows, and decision-making processes.

Applying intelligent transportation technology to safer, more efficient mobility.
Robert Suess leads Parsons Intelligent Infrastructure sector managing their Advanced Traffic Management, Transportation Safety Operations, and Vehicle Inspection Services businesses. Robert oversees over 70 intelligent transportations projects utilizing software, hardware, and AI technology to help improve the safety, mobility, and efficiency of our transportation network. Key projects include the deployment of predictive analysis to reduce pedestrian deaths and vehicle collisions as well as ML models for decision support and traffic flow optimization.
Robert joined Parsons in 2022 and has over 20 years of experience leading international technology businesses most recently at Microsoft, where he held various positions including General Manager of New Technology for Western Europe, General Manager of Developer & Platform for Latin America, and General Manager of Developer & Platform for US East Region.
Robert served in the United States Navy as a non-commissioned officer specializing in communications and is a Private Pilot and experimental aircraft builder.

Katelyn Magney-Miller is the Communications Director for Partners for Automated Vehicle Education (PAVE), a coalition of industry, nonprofit, and academic institutions working to educate the public about automated vehicles. In her role, Katelyn leads the development of communications and media strategies for PAVE's public education and outreach programs. She also serves on the Board of Directors and manages marketing for Women in Automotive Technology (WAT), a diverse group of female subject matter experts who are passionate about driving advances in the automotive and new mobility industries.
Katelyn holds a bachelor's degree in communications from the University of Wisconsin-Madison and has over 10 years of experience leading strategic communications for technology and mission-driven organizations.

City of Altamonte Springs
City Manager; Chief Executive Officer, AGīL
Bringing public and private partners together to advance automated mobility and municipal innovation.
Frank Martz is the City Manager of Altamonte Springs, Florida, and Chief Executive Officer of the Altamonte Global Innovation Lab (AGīL). He created one of the country’s first demand-response transportation algorithms and partnered with Uber on a community-wide mobility program now replicated in more than 70 communities across four continents. With FDOT and Beep Mobility, he launched CraneRIDES, Florida’s first mixed-traffic autonomous vehicle service and the nation’s first permanent AV deployment operated by a city. He chairs Congressional District 7’s Transportation Advisory Committee and serves on the ACES Mobility Coalition executive board and the American Public Transportation Association’s national Autonomous Vehicle Committee. Through AGīL, he brings public and private partners together to pilot and scale solutions in mobility, environment, and data-driven governance.

Florida State College at Jacksonville
Dean of Engineering & Industry
Connecting engineering, higher education and industry through innovation and organizational leadership.
Dr. Douglas Brauer has over 30 years of global expertise in facilitating strategic solutions to maximize organizational leadership, sustainability, profitability, and return-on-investment. His experience uniquely encompasses global business and higher education for which he has advanced organizations through transformational innovation using: a) strategic planning, b) financial and investment analysis, and c) communication and relationship building.
Douglas has served as the Dean of Engineering & Industry for Florida State College at Jacksonville (FSCJ) since July 2018. Since joining FSCJ, the Engineering Department has increased enrollment more than 65% and has become a national leader in National Science Foundation grants for two-year schools. Overall, higher education grant and gift attainment is more than $55 million.
His scope of global business leadership activities involving technology transfer and manufacturing operations and engineering have engaged organizations in Brazil, China, Costa Rica, Czech Republic, Germany, India, Japan, North America, Scotland, Singapore, South Africa, and Taiwan. His private business activities include founding and serving as President & Managing Partner of MudTurtle Industries, LLC, which includes the divisions of Design Assurance Sciences and MudTurtle Furniture.
Dr. Brauer has taught both higher education undergraduate and graduate courses. He has authored four engineering textbooks. His degrees include: a) B.S. in Industrial Technology from Illinois State University, b) M.S. in Industrial Engineering from the University of Illinois, and c) Ph.D. in Education & Human Resource Studies from Colorado State University.

Advancing transportation innovation, strategic planning and technology.
Joshua Schank is the Managing Partner at InfraStrategies, a transportation and financial advisory firm, where he leads a practice focused on innovation, strategic planning, and technology. He also serves as the Executive Director of the Autonomous, Connected, Electric, and Shared (ACES) Mobility Coalition, and is a Senior Fellow in the Institute for Transportation Studies at the University of California, Los Angeles (UCLA) and a Research Associate at the Mineta Transportation Institute. His latest book is “New Tricks for Old Bureaucracies: Improving Public Policy Outcomes in the Public Sector”.
Prior to joining InfraStrategies and UCLA, Dr. Schank was the first-ever Chief Innovation Officer (CIO) of the Los Angeles County Metropolitan Transportation Authority (Metro). Dr. Schank joined Metro in 2015 to establish the agency’s Office of Extraordinary Innovation (OEI), which fostered innovations to improve mobility, equity and environmental outcomes across LA County. Dr. Schank led an office that shaped Metro’s high-level strategic vision, serving as a liaison to the academic community, designing, piloting and implementing innovative programs and policies, and engaging entrepreneurs and businesses to develop public-private-partnerships. Dr. Schank helped create and lead numerous transformative Metro projects including the Vision 2028 Strategic Plan, Metro Micro, Mobility on Demand, Metro’s Traffic Reduction Study, Better Bus, two Pre-Development Agreements for the Sepulveda Transit Corridor, a Public-Private-Partnership for the West Santa Ana Branch, and an aerial tram from Union Station to Dodger Stadium.
Dr. Schank previously served as President and CEO of the Eno Center for Transportation, a leading national transportation policy think-tank based in Washington, D.C. Prior to that he led the National Transportation Policy Project at the Bipartisan Policy Center and has worked as a consultant for Parsons Brinkerhoff (now WSP) and ICF International. Dr. Schank served as Transportation Policy Advisor to Senator Hillary Clinton (D-NY) during the authorization of SAFETEA-LU and is also the co-author of All Roads Lead to Congress: The $300 Billion Fight Over Highway Funding. Dr. Schank holds a Ph.D. in Urban Planning from Columbia University, and a Master of City Planning from the Massachusetts Institute of Technology. He began his career working on behalf of the riders of the Metropolitan Transportation Authority in New York City and has never lost that spirit. He lives in Los Angeles with his wife and two sons.
