William Frazer is a seasoned engineering and operations executive with a deep passion for innovation, mobility, and mission-driven technology. With a track record of building high-performing teams and solving complex technical challenges, he brings a unique blend of industry expertise, entrepreneurial drive, and public sector insight to every initiative.
As Chief Innovation Officer at the Jacksonville Transportation Authority (JTA), Mr. Frazer leads the Authority’s efforts to integrate emerging technologies into public transit operations. He oversees the NAVI autonomous fleet service and spearheads initiatives that enhance service delivery and organizational efficiency through innovation. His work is central to JTA’s strategy for advancing mobility and modernizing infrastructure.
Mr. Frazer recently returned to JTA after serving as Chief Executive Officer of Pawnee Mobility, where he led the development of off-road series-hybrid vehicles for defense applications. Earlier in his career, he played a key role in launching JTA’s Armsdale Test & Learn Facility, a pioneering site for evaluating autonomous vehicles and next-generation transit technologies.
He holds both BS and MS degrees from Kettering University and actively collaborates with universities, advisory boards, and public agencies on AV policy, workforce development, and STEM engagement. His leadership is grounded in systems thinking, curiosity, and a commitment to building sustainable, forward-looking solutions for the future of mobility.
