Brad Thoburn



As the Assistant Secretary for Strategic Development, Brad Thoburn leads the statewide transportation planning, modal development, research, and innovation for the Florida Department of Transportation. Brad has experience in both the public and private sectors and has worked in transportation, planning, and policy leadership positions at the local, state, and federal levels. Brad and his team shape the statewide transportation policy framework and guide some of the state’s most impactful transportation investments through the Strategic Intermodal System. His modal group is strengthening the vision for an integrated multimodal transportation system.

Mr. Thoburn previously served as the Southeast Region Practice Lead for Transit and Planning at Michael Baker International, Vice President of Long-Range Planning and System Development at Jacksonville Transportation Authority, Chief Planner at FDOT, and Director of Planning and Development for the City of Jacksonville.

Brad is a long-time resident of Florida with his wife, Dearing, and their two daughters. He is a graduate of Washington and Lee University.
